French prime minister Edith Cresson is merging state-owned electronics and telecommunications companies with Groupe Bull, the state computer manufacturer. This plan, designed to defeat Japanese competition, is discussed along with mergers in the nuclear and semiconductor industries.

The other Marshall Plan

The US should not hesitate in launching a Marshall Plan to aid Africa, Russia, Eastern Europe, and even inner cities in the US. The original Marshall plan of 1947 resulted in the formation of democracies in Western Europe and the creation of NATO.
