Article Abstract:
Tung Chee-hwa, the new chief executive of Hong Kong, must work very quickly to create a government which will be able to take over power on Jul 1, 1997. Attention will focus initially on selecting a small number of top civil servants to make up the team which will see Hong Kong through the transition to Chinese sovereignty. Other sensitive areas will include relations with the UK and China. It is likely that there will be a considerable number of visits to Hong Kong by Chinese officials.

Article Abstract:
Tung Chee-hwa, Hong Kong's chief executive designate, is to scrutinize the 23 policy secretaries in the colonial government to decide which will be retained. Tung prefers informal meetings and both the Hong Kong public and the British government are welcoming his cordial ways. Although the creation of a rival chamber has been dismissed by governor Chris Patten as bizarre, there is growing local acceptance of the provisional legislature.
