Post-communist vandalism; art treasures are being destroyed in the Balkans - by soldiers in what used to be Yugoslavia and by spivs in Albania

Many Croatian art treasures were stolen or destroyed in the war with Serbia. Serbia does not sanction looting, but is reluctant to return ethnic Serbian art. In Albania, laws privatizing public buildings do not protect historical or cultural monuments, which are being damaged for commercial use.

The Manchester, England, explosion destroyed hopes that the IRA would declare another ceasefire and enable Sinn Fein to join the ongoing Northern Ireland peace talks. A 'non-sanctioned' killing of a police detective in Ireland by IRA members further indicated deep divisions withing the IRA.

All change in the Balkans? Unfortunately, demonstrations do not necessarily mean democracy
Article Abstract:
Anti-government protest demonstrations in Bulgaria, Serbia, Croatia and Albania are giving false hope to the West that democracy may be taking hold. The governments still have strong support, and the opposition groups seem neither too democratic-minded or competent.
