Powerless in Colombia

Colombia has already lost a great deal of productivity and may lose international trade in the wake of a power shortage and the loss of long-distance telephone service. A drought has caused the power shortage, and workers angry at the privatization of the telephone system scrambled long-distance software.

Pres Cesar Gaviria has reduced terrorism perpetrated by drug dealer Pablo Escobar and guerrilla rebel groups by enforcing a state of emergency. Escobar is offering to turn him self in, but officials are skeptical since he has escaped once.

Pres Cesar Gaviria is trying to deter violence stemming from illicit cocaine trade through two anti-kidnapping laws that call for stiff prison sentences. The legislation came after two car bombs exploded in Bogota on Jan 21, 1993.
