Qwest Communications has made bids for Frontier and US West despite agreements having been reached by these companies with Global Crossing. Qest boss, Joe Nacchio, has been criticized by some analysts for having more aggression than business sense in making these bids. Qwest initially had a clear strategy, but this has become less clear as the company moves toward the retail market. There is concern that Qwest could become a conglomerate in the telecoms industry.

Progressing the sales of Stet and ENEL
Article Abstract:
The timetable for the sale of Stet, telecommunications group and ENEL, electricity corporation, is unclear. Legislation for a telecommunications regulatory authority is a priority, although legislation for an electricity sector regulatory authority was enacted in 1995. The RAI state television corporation is also a candidate for privatisation.
