Article Abstract:
Recent conflict between the European Parliament and the European Commission has highlighted the fact that a structural reform of the European Commission is urgently required. This will be one of the key issues under discussion at an inter-government conference expected to be held by the European Union's governments late in 1999 or early in 2000. Reforming the European Commission will be part of a wider process designed to create a more equal balance of power among the European Union's institutions.

European Union (EU) ombudsman, Jacob Soderman, is an ethnic Swede from Finland who took on his post in 1995 after serving as Finland's parliamentary ombudsman. He emphasizes the need for cooperation with national ombudsmen, and argues that he should advise and persuade, with a little occasional criticism. He often faces complaints of lack of transparency in relation to EU institutions that do not provide information requested. He also deals with complaints from employees of EU institutions.
