Resolving Labour's local difficulties
Article Abstract:
The Labour Party is still reluctant to increase the powers of local governments despite numerous political pronouncements that the party supports such a move. Advocates of localism believe that granting more powers to the local government would better represent the voters' wishes; but because of the small amount of power wielded by local government, few people vote. Local government officials are formed with as little as 30% of their constituency participating in the polls. Voters also are influenced by the performance of their political party in the national scene rather than the party's local actions.

Regional awakening
Article Abstract:
There is considerable support in some parts of England for the concept of regional assemblies. This has been fuelled by the recognition that the slow development of regional institutions forecast in the Labour party's manifesto is not sufficient to address the repercussions for England of Welsh and Scottish devolution. There are still significant practical issues to tackle, but the central government does seem to be taking a more positive approach towards English devolution.
