The Mexican government argues that private capital is needed for the power industry in order to prevent blackouts by expanding production. The government aims to privatize much of the retail distribution and generating facilities and retain transmission. There is a distrust of privatization among the general public, and employees are concerned about losing their jobs. A change in the constitution is needed to privatize the power industry, and this is likely to be achieved.
