Article Abstract:
South Korea's $3 billion loan to the Soviet Union in Jan 1991 was seen by analysts as a risk taken on Mikhail Gorbachev's waning political authority. With Gorbachev out of power, the South Korean government has been forced into a political and diplomatic dilemma. Disbursing the remaining $1.5 billion of the loan package to an unstable Russia could discourage voters in the Dec 1992 presidential elections. On the other hand, if South Korea does notdisburse funds to Russia, it could lose its diplomatic leverage in its rapprochement with North Korea.

Divide and rule: Kim hopes to reduce chaebol power
Article Abstract:
South Korean Pres Kim Young Sam's economic policy aims to control the power of family-controlled corporations and assist small businesses to grow. Kim's advisors have announced a lowering of the central bank rediscount rates while, simultaneously, ending the practice of cross-guaranteeing loan payments. This shows a conciliatory approach to the corporations. Meanwhile, the government has made it mandatory for stock-investors and banking depositors to reveal their actual identities. This is a step towards ending corruption.

Article Abstract:
Russian Pres Boris Yeltsin's visit to South Korea on Nov 18-20, 1992, marks a new era in Russian-South Korean relations. Yeltsin told South Korean Pres Roh Tae Woo that Russia would try to persuade North Korea to submit to nuclear arms inspections. Furthermore, he assured Roh that he would stop the selling of arms and technology to North Korea. Roh, for his part, ordered the release of trade credits to Russia amounting to $1.5 billion. The two nations also signed three agreements in the course of Yeltsin's visit.
