NASDA, Japan's main space agency, is facing significant difficulties. Its scientific justification has been taken over by the education ministry's Institute of Space and Aeronautical Science, and its budget is coming under threat as costs rise. The failure of an H-II satellite-launcher to put the telecommunications ministry's COMETS satellite into a geosynchronous orbit has cast a shadow over NASDA's quality control and its financial planning. The agency is now overhauling its management and cutting costs.

A space oddity
Article Abstract:
The Pioneer 10 and Pioneer 11 space probes are traveling beyond Pluto and Neptune, and their paths have been different from previous calculations. They seem to be showing an additional tug from the sun. The anomaly could be related to the probes' design, but has been observed in another probe of a different design. The anomaly has raised questions about laws of gravity and the possibility of new laws relating to inertia or different behavior of heavy and light objects.
