Article Abstract:
Taiwan is keen to become an international finance centre and is taking measures to gradually open up its capital market. The decision has grown out of a realization that Taiwan's old industries were no longer so competitive, generating a need to move into knowledge-, service- and capital-based industries. Some financial experts are frustrated by the slow rate of change, but steps which have been taken include the introduction of easily accessible equity warrants. Further plans include the gradual liberalization of domestic banking over a three year period.

Moody's blues
Article Abstract:
It is becoming increasingly common in financial circles in Asia to question the judgement of Moody's Investors Service. Asian companies and governments feel that this ratings agency, one of oldest and most respected, has been responsible for exacerbating the crisis in the region with frequent and often large downgrades of sovereign and corporate debts. Similarly, investors are also expressing concern about ratings agencies. They feel that agencies are now fallible and that their decisions are often unpredictable and hard to understand.

Article Abstract:
There has been strong interest recently from potential investors in Indonesian automobile assembler PT Astra International. Businessman Bob Hasan has been building up a stake in the company, and PT Hanjaya Mandala Sampoerna has also taken predatory action. However, this company now seems to have decided not to increase its stake in Astra any further. Its actions in relation to Astra have attracted dissent from a number of minor shareholders.
