South Africa aims to promote equality, and has sought racial reconciliationA bill to promote equality is being debated. There is concern about some aspects of the bill, for expample that it could undermine freedom of expression, since some categories of ideas will be banned. There are also problems with the idea of affirmative action, as has been shown by the US example. Affirmative action policies should only involve temporary measures, since otherwise the better off tend to benefit, and the measures become meaninglessly broad.

South African Pres Mandela closed the reconstruction and development program (RDC) on Mar 28, 1996, and transferred to other agencies the RDC's mandate to improve services for the victims of apartheid. Some see the RDC's closure as an acknowledgement that the agency would never be able to complete its mission.
