Submarine tactics: why North Korean threats work

Warren Christopher, US Secretary of State, asked for 'all parties' to refrain from provocative actions after a submarine attack on S Korea by N Korea, when a N Korean sub ran aground. This statement was corrected by Nicholas Burns from the State department who said that N Korea was meant, but it has offended S Korea which is an ally. N Korea takes the US seriously and is seeking to normalize relations with the US. N Korea has previously reaped rewards through using threats and its actions appear rational when the US response is considered.

Relic of the Cold War
Article Abstract:
The long-standing trade embargo on North Korea by the US is perceived to be a stumbling block in the efforts to reunite North and South Korea. The embargo, embodied in the provisions of the Foreign Assets Control Regulations implemented under the Trading with the Enemy Act of 1917, bars American firms or businessmen based anywhere in the world from engaging in any kind of trade with North Korea. Penalties for violation of the embargo include a jail term of 10 years and criminal fines of $50,000 for guilty corporate officers.

Cold-callers in hot water: Telemarketing companies risk huge fines under new EU legislation
Article Abstract:
The EU-driven telecommunications regulations ban businesses from contacting individuals or companies that have stated they do not wish to receive telemarketing calls or faxes, or those registered with the preference services. Companies can purchase telephone preference services and fax preference services data files from the Direct Marketing Association. However some believe that the cost is too much for small companies and that it should be scaled to business size.
