Brazilians were unprepared for the drought that struck in 1993, though some dry spell comes regularly every three years. The government did little planning during the wet years to find ways to conserve and distribute water. One fifth of the population lives in extreme poverty.

Delayed, again: European airline deregulation
Article Abstract:
The European Community has passed airline deregulation that will allow airlines to set their own prices for travel within the EC. Air travelers will continue to pay high ticket prices for several years, because of limited capacity at airports.
