Article Abstract:
The debate on the US budget for 2000 is affected by electoral issues, and the Republican Party has particular problems related to this issue. The party favors tax cuts, but Social Security is seen as a more important issue by most people. The electorate may also perceive the party as mean due to its emphasis on stying within spending limits. Meanwhile, the Democrats, had moved toward ideas of fiscal responsibility, previously the terrain of the Republicans. This has changed as they have had to rely more on old-style Democrats due to the administration's problems.

Another paradign shift
Article Abstract:
The US 2000 budget is being finalized, and there has been a shift in approcah, with an attempt to balance the budget excluding the surplus from Social Security. This is a major change, though it has received little attention. Deficit reduction was a key goal during the 1980s, and giving protection to Social Security has become important in 1999. Pensions reform could become more difficult through separating Social Security and locking it away. Meanwhile, the drop in the US national debt could help to cut interest rates and help boost investment.
