The Caribbean's tarnished jewel

Jamaica faces economic problems and a high murder rate, while protection rackets are controlled by gang leaders. There has been a drop in per capita gross domestic product of 7% since 1991, with a drop in output forecast for 1999 and recovery unlikely until at least 2001. High costs and low world prices have hit export industries such as sugar and bauxite. Drug control takes up a great deal of police time without having much impact on supply. The north coast of Jamaica has a relatively low crime rate and is the main tourist destination.

Article Abstract:
Eleven former UK Caribbean colonies still use the British Privy Council for legal appeals. This will stop once a Caribbean Court of Appeal is in place, which will occur when three countries pass constitutional amendments. Reasons for the change are discussed.
