The China challenge
Article Abstract:
China's activities in the South China Sea offer the Asean Regional Forum (ARF) its first real challenge but also provide a solid issue to spark a true multilateral organization. The ARF should move quickly to ensure an equitable solution to the problem. First it should demand a freeze on military and economic activity in the area, then make the South China Sea workshops a true negotiating forum. The US should give Manila military equipment and build military-to-military ties with Vietnam and China.

Double jeopardy: China debates site of nuclear plant
Article Abstract:
Chinese officials are debating where to set up its next nuclear power plant after building the first one in Daya Bay, which has caused safety concerns from Hong Kong just 50 km away. The Guangdong government would want the next plant built in underdeveloped Yangjiang to bolster industrial development in the area. However, the China National Corp, which runs the Daya Bay plant, contends that adding two larger reactors at Daya Bay would save China $200 million-$300 million in infrastructure costs.

Civilization and the bomb
Article Abstract:
Trends have been towards devaluing nuclear weapons as a currency of power, therefore India's behaviour, regarding its nuclear tests, appears out of step with the times. India's defiance reveals much about the hopes and conceits of post-Enlightenment civilization, and even about human nature itself. There is now a challenge to limit the damage to the non-proliferation regime, but not ostracizing the world's largest democracy.
