The Ukrainian question
Article Abstract:
Western countries are faced with a dilemma in dealing with countries from the former Soviet Union, where rulers may be crooks and former communists. They have to work out how to encourage these countries to look toward the west without appearing to support such rulers. This is a problem with Ukraine, where Leonid Kuchma has been re-elected president. Ukraine has strategic and economic importance and has made some progress under Kuchma, though there are problems with economic policy and lack of democracy. Aid should be given to independent bodies in Ukraine, but no IMF or government aid should be granted until reforms have been carried out.
