The United Nations regrets
Article Abstract:
There are a number of areas of conflict world wide such as Kosovo, Yugoslavia, Algeria and Angola, and the United Nations (UN) has almost taken on the role of bystander. The great powers are showing a lack of commitment to the UN and there is a deadlock in the Security Council over a number of issues. The UN should seek to achieve a reasonable consensus, and there are a number of issues on which it should be possible to achieve such a consensus. The US should provide leadeship, but Congress has an insular approach and is reluctant to commit funds to the UN.

The scapegoat
Article Abstract:
US opposition to a second term for United Nations (UN) Secretary-General Boutros Boutros-Ghali is justified mainly by claims that he has not been sufficiently tough in implementing reforms. In fact, reform has proceeded relatively rapidly. The real reason why the US is opposed to Boutros-Ghali may be because he is the personification of the UN, which has gained a negative image in the US since 1994. It is clear that US support will be vital if Boutros-Ghali is to win a second term.

Article Abstract:
New UN Sec. Gen Kofi Annan and his staff met with US Congressional leaders such as Jesse Helms, promising UN reforms and seeking US payment of its massive UN dues debts. Annan's progress in reform is crucial to receiving any US dues, but his progress thus far has been in public relations only.
