Some claim Japanese firms are dependent on developing commercial applications for technologies developed elsewhere, but a report by David Mowery and David Teece shows that Japanese companies create much of their own new technologies. Patents are increasing in Japan, and R&D spending is high.

Article Abstract:
Japanese manufacturers have done little outsourcing despite the comparatively high cost of operating at home. This is changing though, as Japan will likely take advantage of lower labor costs elsewhere in Asia, especially in China.
