Elections have been held for the Welsh Assembly, and Plaid Cymru has performed well, while the Labor Party has lost support since the 1997 elections. This could be because the party's leaders in London, Englad, sought to impose their own candidate on Wales, and because many traditional supporters of the Labor Party may feel that the party has not helped them much since it was elected to form a government. There are uncertainties about the operation of the Assembly and about the extent of its powers.

Losing battle
Article Abstract:
Local elections are to be held in some parts of the United Kingdom on May 6 1999. The boundaries have been changed for some 40% of local government seats since previous elections, so it will not be easy to compare results. The Labor Party holds 56% of the vote according to an opinion poll on April 29 1999, which estimates a 25% share for the Conservative Party. Voters may make a distinction between central government and the more old fashioned members who are often in power at local level.
