Chile was under a military dictatorship between 1973 and 1990, and an amenesty was seen as likely to mean that crime committed during this time would not be investigated. The military rules did not show remorse. Yet the arrest of General Pinochet in Britain has led to protests and moves to deal with repression during his rule by using the law courts. The amnesty law covers crimes during the initial five years of the dictatorship, the time of most atrocities. Disappearances have been declared continued kidnappings and so not covered by this amnesty. Former national intelligence head, Humberto Gordon, is among those arrested. Pinochet was army commander until 1998, hampering reconciliation efforts.

Life without Pinochet
Article Abstract:
The arrest of Augusto Pinochet in Britian was seen as likely to damage Childen democracy, but this has not proved to be the case. The army has stayed loyal to the government, and Spain, which is seeking to extradite Pinochet, is still investing in Chile. Debate on human rights has become more open since Pinochet was arrested. Disappearances are being investigated, and there are questions facing Pinochet on his return. Pinochet's surviving victms have greater hope that he could be tried.
