Greece is having difficulties in its relationship with the European Community. Fellow members are disturbed about the country's economy and its foreign policy. Prime Minister Constantine Karamanlis refuses to recognize Macedonia and continues to try and block all aid to Turkey.

The efforts of the Scottish National Party and others to create an independent Scotland are receiving a measure of credibility from the European Community. Scottish officials appear willing to trade their small role in setting UK policy for a smaller role with the EC.

Three-quarters of Scots surveyed are in favor of greater autonomy or outright independence from the United Kingdom. British prime minister John Major is proposing changes in Scotland's constitution. The changes are not substantive, but they may appease unhappy Scots.
