The US government reversed itself and said it was willing in principle to send troops to protect relief to Rwandan Hutu refugees caught in the midst of a rebellion in eastern Zaire. The US was hoping the starving refugees would return home, but its ally Rwanda does not particularly want them back.

The international community is belatedly responding to the crisis in Zaire that has created more than one million refugees with thousands starving. The humanitarian relief effort will be fraught with difficulties, as the only route for aid is through Rwanda.
