Lithuania, Latvia, and Estonia all have significant Russian populations, but only Lithuania has granted the Russians full citizenship. Latvia and Estonia require minorities who want citizenship to undergo a rigorous naturalization process, which has prompted many Russians to seek Russian citizenship.

Article Abstract:
The Baltic States of Estonia, Latvia, and Lithuania are anxious to reassert their ethnic heritage after almost 50 years of Soviet domination. They may want to oppress the remaining Russians in turn but there are more positive ways to invigorate the national culture.

Arnold Ruutel, who won a plurality in the presidential election, will likely lose to a right-wing candidate by a deciding vote in parliament. Voting rights were reserved for ethnic Estonians. Russians will be further discriminated against after the election.
