They have seen the future, and they aren't very interested
Article Abstract:
Hongkong Telecom has launched an interactive TV service offering internet access, and music and video on demand to 70% of households in Hong Kong. The number of subscribers has been less than expected since the launch in Mar 1998. A similar project in Singapore has also failed to generate strong interest. Hong Kong Telecom initially foused on low-income apartments which are easier to reach, but they tend to be less interested in internet access, and cable TV companies have already targeted this group. Microsoft's involvement may not boost demand significantly.

Half-way there: Latin American telecoms
Article Abstract:
Latin American countries are making a half-hearted attempt to privatize telecommunications firms, creating private monopolies in some cases. The result has been fewer new and improved services, which has not been damaging since many citizens are too poor to afford telephone services.
