Germany is divided over approving the development of the EFA. Defense minister Volker Ruhe opposes the proposed fighter plane because of Germany's troubled economy. Finance minister believes that the EFA would benefit Germany's aerospace industry.

Not a dead duck: The European Fighter
Article Abstract:
The production costs for building the European Fighter Aircraft will be driven up greatly if Germany decides not to participate. Costs can be controlled if final production facilities and flight test centers were located in one country.

If the Maastricht Treaty is passed, the European Community must plan how to handle defense and how to decide who may join. Countries like Sweden, Switzerland, Austria and Finland have asked to be allowed to join.
