The United Kingdom Mar 1999 Budget reflects a fiscal strategy geared to a range of objectives including the promotion of technology, thrift and enterprise. Critics argue that the budget can be interpreted in a number of different ways. It is clear that the chancellor, Gordon Brown, aims to appeal to a wide range of people. The chancellor has made a number of correct decisions, such as controlling public spending, but he has also made changes that make the tax system more complex than it needs to be.

The UK Labour Party has promised a sound fiscal policy if it wins power in 1997, which will compel putative Labour chancellor of the exchequer Gordon Brown to resist calls to raise taxes and spending. Still, Brown is likely to raise some taxes, such as the proposed windfall tax on privatized energy suppliers.
