U.S. must withhold rewards until Vietnam progresses
Article Abstract:
The Clinton administration is discouraged from extending the most-favored-nation status to Vietnam, unless the communist government guarantee the release of political prisoners and refugees. Further, the federal government must withdraw its bid to wave the Jackson-Vanik Amendment not only because it would jeopardize trade and investments in Vietnam, but would incur additional tax payments among US citizens as well. Most importantly, the government must refuse from granting economic concessions to Vietnam until the latter promises to reform its commercial policies and make the system conducive to business growth.

Will APEC pick up the pace for free trade?
Article Abstract:
The implementation of Asia Pacific Economic Cooperation's (APEC) plans have been slowed down by various issues. These include the absence of help coming from global trade negotiations, the holding of the US presidential elections and the failure of previous talks to resolve politically-sensitive issues. To speed up APEC's pace, the group must adopt several measures, such as the creation of an Internet site, the development and implementation of schedules and the formulation of official US policies on free trade.
