Unfit to rule
Article Abstract:
The government of Bihar, India, has been sacked by central government following atrocities involving the slaughter of Dalits, previously called Untouchables, by a private army. Bihar is affected by poverty, violence and illiteracy. Extortion, armed robbery and kidnapping are common, and there is a lack of trust in the police. Untouchable laborers have sought land and boycotted some farmers. They complain of land grabbing and rape by landlords. The private army involved in the killings was set up by the landlords.
