The proposed entry of Austria, Norway, Sweden and Finland into the EC by 1996 will probably be delayed for various reasons, including the timing of constitutional reforms. Main issues to be considered in the conference on rule changes are discussed.

An EC intergovernmental conference may come sooner than the planned constitutional meeting in 1996, partly to consider the increasing number of new membership applicants. Norway and Switzerland are likely to follow Finland's recent application.
