Vicious circle: polls seen as deepening national divisions

The UN Transitional Authority in Cambodia (Untac) is pressing ahead with plans for the May 23-28 election in Cambodia despite worsening violence. The Khmer Rouge faction withdrew from the elections and hopes to thwart Untac through new guerrilla attacks, while the Phnom Penh government is participating but relying on threats and violence to win. The Khmer Rouge claims that the election is rigged in favor of the Phnom Penh regime, which the Vietnamese put in power in 1979. Renewed civil war rather than stable, democratic government is likely for Cambodia.

The Thai government is not supporting the Khmer Rouge in its refusal to comply with the terms of the Oct 1991 Paris peace treaty. This is the message Thai Foreign Minister Arsa Sarasin wanted to emphasize when he made a trip to Cambodia aimed at showing the foreign press the aid being given to Cambodians by the Thai military. Thailand had recently been criticized by the West for its alleged support of the Khmer Rouge. Thailand denies this, saying that it is trying its best to make the Khmer Rouge comply with the terms of the Paris peace accord.

Quiet satisfaction
Article Abstract:
The Khmer Rouge failed to prevent the UN-sponsored election that was held in Cambodia on May 23-28, 1993. Results in the Thmar Puok district of northwest Cambodia, where 85% of the electorate voted, proved that the Khmer Rouge has far less influence on local voters than many observers thought. The Khmer Rouge ceased all efforts to stop the election once its leaders realized that they could not intimidate the voters. However, the Khmer Rouge is likely to continue to be a factor in Cambodian politics.
