Article Abstract:
Viktor Chernomyrdin may not be the best candidate to rescue the Russian economy as prime-minister designate. His previous period in office saw the creation of a market in treasury bills to fund the budget deficit, and the collapse of this market led to Russia's financial crisis. His skills are managerial and he is able to obey orders. The Russian economy will collapse unless action is taken to remedy the near-collapse of the financial system. Parliament has yet to approve Chernomyrdin. The opposition may seek to change the system of government in Russia and increase the power of parliament.

There continues to be official denial that Pres Boris Yeltsin is in ill health, even though Yeltsin has spent a month in a sanatorium and the Aug 9, 1996, inauguration plans have been sharply reduced. It is uncertain whether Yeltsin's presence is needed for the continuation of democracy in Russia.
