Waiting for action man: only Ramos can exploit the window of opportunity

Recent improvement in the Philippine economy shows that the moment is right for Pres Fidel Ramos to pursue reform with renewed vigor. Enhanced stability, an inflation rate reduced to 8.1% and relaxed regulations on foreign investment and exchange flows indicate the beginnings of an economic revitalization that may be temporary if Ramos does not act decisively. His policies on population growth, monopolies and the Philippine National Police suggest that he has the fortitude to overcome the country's entrenched interest groups.

Forced frugality

Philippine Pres Fidel V. Ramos has little choice but to use the limited budget given him to both run government and pay the big domestic and foreign debt of the country. While the budget for 1993 is 7% higher than that of his predecessor's the previous year, it is still considered too limited if inflation is accounted for. It seems that Ramos believes in deficit spending to inject the necessary vigor into the Philippine economy.

Philippine Pres Fidel V. Ramos has practically dismantled all foreign exchange controls in his country. This stance is characteristic of the reformist image the new leader has adopted. The move has been tried before without much success. With the lifting of controls, the country's exporters are expected to be the main beneficiaries. Consequently, the balance of payments is likely to improve.
