Washington, Seoul clash on North Korea approach
Article Abstract:
The Clinton Administration's efforts to facilitate North Korea's re-entry into the international community is being hindered by two factors. One is North Korea's suspicions regarding the peace plan proposed by South Korea which would involve the US and China as guarantors. The other is South Korea's take-it-or-leave-it stance regarding the peace agreement. Seoul is firmly against Pyongyang's preference to hold talks only with the US, and is also opposed to Washington's strategy of offering North Korea incentives to agree to the peace proposal.

South Korea ends tenure as World Bank borrower
Article Abstract:
South Korea may graduate from being a World Bank (WB) borrower in a few years. South Korea signed its last two WB loans in early 1995, has a per capita income of over $8,000 and has received excellent credit rating in international markets. Its phenomenal rise from poverty after World War II to a status as one of the most economically progressive countries in Asia is largely due to its hardworking people. The Clinton administration's efforts to ease tensions between South Korea and North Korea are also described.

U.S. offer of peace talks to North Korea stands
Article Abstract:
The US is inclined to pursue peace negotiations with North Korea despite the incident involving the capture of an armed North Korean submarine in South Korean waters. The incident resulted in the loss of three South Korean lives. South Korea, on the other hand, has shown great displeasure over such a provocative act but nevertheless supported the US stand that the peace process should be given a chance.
