Intervention or interference? Central government involvement in the plan-making process in six English regions
Article Abstract:
Research into the form and nature of the UK government's involvement in the plan-making process has focused on six English regions. It was established that there is extensive central government intervention in the plan-making process, at least in specific formal stages. The extent of intervention seems to vary between regions. This is probably the result of the relative freedom of individual Government Offices in determining the level and timing of intervention. Most central government objections to planning decisions are not topic specific.

Trojan horse or white elephant: the contested biography of the life and times of the Leeds Development Corporation
Article Abstract:
The activities of the Leeds Development Corporation, from its inception in 1988 to its winding up in 1995, are examined and its claims to have improved the local planning process are analysed. The problems encountered by the Corporation in persuading a specific resident opposition to pass its plans are discussed. The conclusion to be reached from this example is that economic regeneration must always be consensual and inclusive.
