Whose money?
Article Abstract:
The United Kingdom Private Finance Initiative (PFI) is a scheme intended to attract funds from the private sector for public projects such as schools hospitals and prisons. The Conservative government of 1992 set up the scheme which aims to hive off non-primary activities such as the management of real estate to the private sector, with risks also being transferred. The PFI can also allow the government to spend funds without this being obvious, and a clarification of accounting rules could mean fewer PFI projects.
