Why the time has come for a change

The people of industrial nations are much better educated, better informed and wealthier than at the start of the century, and representative democracy is longer appropriate. Political agendas are less ideological, more prosaic and detailed, since the Cold War. Voters need to be heard more frequently.

The effectiveness of Pres Ernesto Zedillo's proposal for rescuing the Mexican economy is in doubt. The plan calls for price increases, tax increases and government spending cuts. Business and labor would have rejected the plan, had their approval been sought.
