Article Abstract:
The decision to cancel production of the new RAH-66 Comanche scout helicopter, which is paying rich dividends, is discussed. The $14.6 billion Comanche program would produce only 121 aircrafts, having added very little in terms of aircraft survivability for the Army, and could only be used at night as a means to protect the aircraft.

The Army would need supplemental appropriations after combat in Iraq ends, in order to enable the service to complete its transformation into a modular force and provide opportunities to industry in terms of Army procurement. The US administration submitted a request for an $82 billion fiscal 2005 supplemental defense appropriation.
