Curiosity's the key for CATs

The United Kingdom government is developing standards for individual savings accounts (Isas) called CAT standards. Managers are assessing whether to offer Isas investing in stocks that are CAT marked, since Isas are likely to be expensive to manage. The public appears to have limited knowledge of Isas, and the industry will have to educate the public and inform them on the choices available. CAT marks indicate that basic criteria have been met by the investment, but they do not represent government guarantees.

Independent financial advisers are concerned that Isas appear too complex and they will play a major role in selling Isas to the public. They welcome Isas, on the whole, due to the capital gains tax advantages that Isas bring, though income tax advantages have been reduced compared with previous government schemes offering tax advantages to savers.

Savings accounts offering tax benefits to long-term savers are available in the UK, and these tax exempt special savings accounts (Tessas) offer attractive rates. Rising interest rates and concern over the performance of equities mean that savings accounts become more attractive. Accounts vary in terms of returns, but transfers cannot always be made easily, and penalties may be stiff. The may also be obstacles hindering transfers in to a Tessa.
