How will a windfall tax work?

The UK Labor party plans to impose a windfall tax on the profits of privatized utilities to raise a minimum of 3 billion pounds sterling. The tax would applies to 10 water utilities, 12 electric utilities, Railtrack, National Grid, some of British Gas, and seven power generation concerns. Other companies that could be affected include BAA. There has been little information on how the tax will be assessed but it is not likely to be complex since a Labor government would want receipt of the funds as soon as possible.

Article Abstract:
United Utilities has lost its chief executive, Brian Staples. His departure has been attributed to a loss of confidence by the company's board and his failure to keep the board informed of events such as a loss on a Thai contract. Staples is also seen as having had a difficult relationship with the company's executive chairman, Desmond Pitcher. Pitcher and Derek Green, the new chief executive, are only due to stay a few years in the company.
