Monster's powers more myth than reality
Article Abstract:
Voters in Scotland are to decide whether there should be devolution and a parliament able to change taxes. Many business spokesmen are opposed to devolution but the impact of the new parliament would be less than first seems. The tax changes that would be permitted are only a small proportion of the total and their impact is unlikely to be great enough to provoke migration to England. The economic performance of Scotland is not likely to be improved by devolution, but the move is proposed to enhance democracy.
