Article Abstract:
The illegal drugs industry continues to grow all over the world. It has been estimated that by 2004, the market's value will equal that of the world's total gold reserves at 950 billion pounds sterling. In the UK, illegal drugs currently account for a fourth of the country's total consumer spending. The unabated growth of the drug trade is all the more alarming considering that it is closely associated with crime. A recent study reveals that about 70,000 offences committed within a three-month period were perpetrated by only 664 heroin addicts. The problem is so widespread that there is clearly a need for efforts to combat it. However, the 'global war on drugs' may not be the solution since it penalizes the poor countries that engage in the drug trade out of necessity when the demand for illegal drugs come mostly from the West.

Management theories promote ideas that conflict with other organizational concepts. A number of them advocate different philosophies and management principles. Total Quality Management supports continuous, incremental enhancements to an organization's internal structure while re-engineering promotes reorganizations and fresh starts. Moreover, just-in-time management advocates the effective handling of production processes while hot-desking is based on accounting principles and activities rather than management. The extent of their popularity has been correlated with the use of metaphors and phrases that can be remembered by individuals without much difficulty. Their success has also been associated with the demonstrated failures of well-known businesses that have adopted them.
