Article Abstract:
Deterrence continues to be a central part of US security strategy even as the end of the Cold War has diminished the probability of a nuclear war. Shifting geopolitical realities and advances in communications technology, however, makes the maintenance of deterrence an increasingly complex challenge. There is, nonetheless, a clear and convincing argument for the replacement of the current posture of rapid response with one of assured response.
