A well-planned construction agreement is important when dealing with an infrastructure project under the Build-Own-Transfer model. Experts contend that a realistic schedule, penalty clauses, allocation of costs in case of outside delay, and the standard of quality should be considered. Other factors such as safety, environmental considerations, materials, and the construction phase should also be included in the construction agreement.

Several cultural building projects are underway in Paris, supervised by President Mitterrand. The Louvre is being enlarged. Mitterrand approved a controversial design for a large glass pyramid in the courtyard of the Louvre. Futuristic designs have been selected for the other buildings. Budget cuts may slow construction on the projects, targeted for completion by the end of the decade.
