Western allies agree on common standards for exporting computer technology to communist countries. The United States wants to put personal computers on the strategic export list. This is a mistake because personal computers are so easy to obtain, do not have direct military application and actually aid in decentralized control.

The Soviet Union is obtaining militarily useful technology from the West. The United States has mounted Operation Exodus which has had success. The NATO countries plus Japan have an informal committee, Cocom, to decide which exports should be denied the East.
