Policy watch: Medicaid and uninsured women and children
Article Abstract:
Medicaid is a federal program aimed at providing health insurance coverage for those in the low income populations. Medicaid expenditures reached $25 billion in 1986 while real per capita expenditures doubled by 1997. The program, which is jointly financed by the states, serves low income women and children, low income elderly and low income disabled. An analysis of the program indicate that it should be expanded to include those who are eligible but do not belong to the enrolled population.

Tobacco at the crossroads: the past and future of smoking regulation in the United States
Article Abstract:
The state of the US tobacco industry is studied. Public policies on smoking, including federal and state excise taxation, restrictions on smoking in public places and limiting access by young people to cigarettes, are examined.
