Stereotypes and realities of Russian fiscal federalism
Article Abstract:
This article discusses the fiscal and tax relations of the regions and the center in the Russian Federation and the directions which federal budget reforms may be headed. Issues include political aspects of the budget law, negative attitudes towards new policies, the distortion of economic concepts into stereotypes, state expenditures and revenues, and the use of a federal budget in regional policy.

Regional local borrowings in the context of financial and fiscal reform
