Stereotypes and realities of Russian fiscal federalism

Article Abstract:

This article discusses the fiscal and tax relations of the regions and the center in the Russian Federation and the directions which federal budget reforms may be headed. Issues include political aspects of the budget law, negative attitudes towards new policies, the distortion of economic concepts into stereotypes, state expenditures and revenues, and the use of a federal budget in regional policy.

Regional local borrowings in the context of financial and fiscal reform

Article Abstract:

The article reveals that state indebtedness is making domestic and foreign borrowing policy a significant issue in Russian budget policy. Topics include types of loans, the rate of security issues, and discount bonds. Methods for utilization of regional and municipal loans in the US and Western Europe are also mentioned.
