Strategic direction in the British Public Service
Article Abstract:
Civil Service management reform was pursued by the UK government in the early 80s. By 1988 the government accepted that a management model reflecting the private sector was essential. Civil Service management is traditionally bureaucratic. Managers stay within the confines of their functions and do not embrace progression. Reform of the Civil Service is complex because of the number of employees and because of the operational focus. A 1992 report shows that 50% of the Civil Service has undertaken reforms, although many are operational-based and fail to embrace strategic objectives.

Outsourcing information systems: a strategic partnership with risks
Article Abstract:
Outscourcing of information systems is becoming more popular in the 90s as a result of sophisticated technological developments and high costs. US outsourcing contractors made a turnover of $35 billion in 1991. The main advantages of outsourcing are: companies can focus on key activities whilst contracting out; costs reductions due to economies of sale; the maintenance of up-to-date technology; increased flexibility and re-allotment of information officers' expertise. The main disadvantages are: hidden costs; loss of flexibility and irreversibility.
