Article Abstract:
The Japanese governing party, the Liberal Democratic Party, hopes to reach agreements with the moderate Democratic Socialist Party to insure the passage of several bills. One outcome may be increased defense spending. The Japanese ceiling on defense spending is one per cent of the gross national product (GNP). Talks between the Liberal Democrats and Democratic Socialists may signal the start of Prime Minister Nakasone's election campaign.

Article Abstract:
Japan has its first coalition government since 1947, uniting the New Liberal Club with the Liberal Democrats. A cabinet is being formed to reconcile factions and reduce power of opponents. An election may be held next summer.
